Generate posting file based on settlement date

Scenario: When the customer sends a file containing multiple payments with different settlement date, posting file per settlement date for the input file needs to be generated.

For example,
A bank customer sends the following payments in a file
Debit $10 On-Us with settlement date as of today
Debit $20 On-Us with settlement date as of today
Debit $20 On-Us with settlement date as of tomorrow

Requirement:
Two posting file have to be created so that the customer account will be debited on the settlement date.
One posting file contains first two payments and the other posting file contains the one future date payment.

Issue:
When settlement engine creates positing file it doesn't take settlement date into account and positing file doesn't have any relationship with the payments.
